Market analysis

The market analysis focuses on two aspects

  1. There must to be a market potential in a solution to the need
  2. There must to be suppliers who are interested in developing a solution. 

Overall, the market analysis creates an understanding of which continued process is appropriate. In addition to procurement according to the principles of Demand Acceleration, procurement of a pilot, or other forms of test and development can also be suitable routes, for example if it turns out that there is already a potential solution on or near the market. 

RFI (Request for Information)

The analysis of whether there are suppliers who are interested in developing a solution, or alternatively already have a solution that is already on or near the market, is preferrably done in the form of an RFI.

An RFI is a formal request for information, and is a way to initiate a market dialogue according to the five basic principles of public procurement (non-discrimination, equal treatment, transparency, mutual recognition and proportionality). An RFI is generally published in a registered advertising database, to ensure that anyone who is interested can see it and have the opportunity to respond, but otherwise there are no formal requirements for the content.

Example from "Experience my reality"

In the "Experience my reality" case, the RFI advertisment in the database was cross-linked with a crowdsourcing-inspired page, where the need was illustrated via a animated movie for which the need's owners wrote the script. 

The purpose of the RFI was to get a feel for which companies would be interested in participating in the process, and what kind of solutions they envisioned being able to develop. This would in turn lead to deeper insights into the need, but also serve as a basis for decisions to enter into an actual procurement. All suppliers who responded to the RFI were compensated with SEK 5,000 (approx €5000). The dialogue with the suppliers who responded to the RFI resulted in a decision to enter into a procurement according to the Demand Acceleration methodology.
